Two lawmakers have come forward to strongly deny allegations linking them to controversial infrastructure projects and budget irregularities, as political tensions rise over the handling of the 2025 General Appropriations Act (GAA) and Department of Public Works and Highways (DPWH) contracts.

Ako Bicol Party-list Representative Zaldy Co issued a firm denial following accusations raised during a Senate hearing yesterday. Co described the claims as “baseless and irresponsible,” asserting that they were politically motivated and designed to distract the public from the real issues.

“These unsubstantiated claims… are not only hearsay but are also politically motivated,” Co stated.

He emphasized that the 2025 GAA had undergone full legislative scrutiny, receiving certification and approval from both Houses of Congress before being signed by the President. Co noted that the President had even vetoed certain provisions and withheld funds for specific projects, underscoring the executive’s active role in budget oversight.

However, Co refrained from commenting further, citing the ongoing legal proceedings before the Supreme Court and the Office of the Ombudsman regarding the GAA’s validity. He reserved the right to speak on the matter if required by the courts.

Meanwhile, Marikina Representative Marcy Teodoro issued a public statement on Monday, denouncing what he called “false and malicious” accusations tying him to the controversial Discaya contract under the DPWH.

Teodoro claimed the allegations were part of a smear campaign aimed at undermining his credibility, especially after his recent exposé on a DPWH project listed in the 2026 National Expenditure Program that had already been completed—raising red flags over potential double funding.

Teodoro also announced plans to file perjury charges against the Discaya group, citing false testimony given during a legislative hearing. He reaffirmed his commitment to transparency and cooperation with any fair investigation.

The twin denials come amid growing scrutiny over infrastructure spending and budget allocations, with watchdog groups and legislators calling for deeper investigations into alleged anomalies. Both Co and Teodoro have urged the public to remain vigilant against disinformation and to demand accountability from all sides.

As legal proceedings unfold and political narratives clash, the spotlight remains on the integrity of public institutions and the transparency of government spending.
