New public opinion data released today reveals a significant downturn in public sentiment toward the Marcos Administration’s Cabinet, as the domestic fallout from the Middle East energy crisis continues to drive up the cost of living for Filipinos.

According to the April 2026 report from technology-driven research firm Tangere, the Cabinet as a whole has seen a 7.87% decrease in satisfaction and a 4.39% drop in trust ratings since January. This shift has resulted in a nearly 10-point spike in overall public dissatisfaction[cite.

The downward trend is universal, with every single member of the Cabinet posting lower satisfaction and trust scores compared to the first quarter of the year. Analysts attribute this “broad trend” to growing public anxiety over global oil price volatility and its impact on household expenses.

Hardest hit in the trust department were Energy Secretary Sharon Garin and DTI Secretary Maria Aldequer-Roque, both recording the lowest trust scores at 31%. Additionally, Special Assistant to the President Antonio Ernesto Lagdameo Jr. and DBM’s Rolando Toledo registered the lowest satisfaction ratings among all officials.

Despite the general slump, a select group of “Top 5 Cabinet Performers” has managed to insulate themselves from the broader decline through aggressive and transparent digital engagement.

Sonny Angara (DepEd): Maintains the #1 spot in both trust and satisfaction, largely due to his active social media presence regarding learning reforms.

Rex Gatchalian (DSWD): Continues to bridge the gap with the “masa” by documenting real-time social service delivery.

Vince Dizon (DPWH): Has maintained public confidence by leveraging a narrative of transparency and an “anti-corruption overhaul”.

Conrado Estrella III (DAR): While holding a 34% satisfaction rating, he has found unique resonance with agricultural and upper-class demographics through high-production land title distribution campaigns.

Renato Solidum Jr. (DOST): Recognized for his “digital currency of truth” campaign, providing essential utility data and family alerts.

“The data shows a clear ‘digital dividend’ for these top officials,” said Martin Penaflor, President and CEO of Tangere.

The non-commissioned mobile-based survey was conducted from April 9-11, 2026, with 1,500 respondents nationwide. The sample included a diverse geographic spread: 12% from NCR, 23% from Northern Luzon, 22% from Southern Luzon, 20% from Visayas, and 23% from Mindanao, with a margin of error of +/- 2.48%.
