President Ferdinand R. Marcos Jr. announced Thursday the adoption of several important outcome documents at the conclusion of the Association of Southeast Asian Nations-Russia Commemorative Summit in Kazan that will provide direction for the next phase of ASEAN-Russia relations.
Among the outcome documents mentioned by President Marcos include the Kazan Declaration 2026 “ASEAN-Russian Federation: Unity in Diversity – 35 Years Together”; the ASEAN-Russia Comprehensive Plan of Action for 2026-2030; the Joint Statement and Concept Paper on Cultural Cooperation; and the Joint Statement and Concept Paper on Energy Cooperation.

“Together, these documents provide a comprehensive roadmap for expanding practical cooperation and delivering tangible results and benefits to our peoples in the years to come,” said the President during the joint press statement with President Vladimir Putin at the Kazan Expo International Exhibition Centre.
The President, as Chair of the 2026 ASEAN Summit, co-chaired the ASEAN-Russia Commemorative Summit with Putin.
“As ASEAN Chair, the Philippines welcomes Russia’s continued engagement with ASEAN and its support for ASEAN’s Centrality and the ASEAN-led architecture.”
The President said the ASEAN and Russia remain committed to ensuring that the momentum generated at the Kazan Summit translates into concrete outcomes and meaningful cooperation.
According to the President, the summit underscored the collective commitment of ASEAN and Russia to strengthening cooperation across the political-security, economic, and socio-cultural pillars of engagement.
They also tackled at the summit promoting peace, stability, and sustainable development, enhancing trade and investment, strengthening food and energy security, advancing science and technology cooperation, and deepening people-to-people exchanges.
The developments in the wider Eurasian region, the opportunities for greater engagement between ASEAN and the Shanghai Cooperation Organization, and the Eurasian Economic Union were also discussed, said the President.
“We noted the growing interaction between ASEAN and these organizations, and recognized the potential for enhanced cooperation in areas of mutual interest, including economic connectivity, trade and investment, energy, agriculture, tourism, and addressing transnational challenges,” the President added.
The ASEAN and the Russian Federation commemorate 35 years of dialogue relations, with both reaffirming their shared commitment to constructive, forward-looking, and responsive partnership.
