More funds for roads, schools, and local projects—who could argue against that? Yet, beneath the surface, the timing of this move raises uncomfortable questions.

Why now? For years, communities have struggled with pandemic recovery, rising food prices, and job insecurity. If the administration truly believed in strengthening LGUs, why was this not prioritized when citizens were most vulnerable? Instead, the sudden generosity comes just as the 2028 elections draw near. Coincidence? Hardly.

In the language of realpolitik, this is the “advantage of the incumbent” at work. By inflating LGU budgets, the administration effectively arms local officials with resources that can be converted into political capital. Development funds, in this context, risk becoming less about service delivery and more about securing loyalty. Patronage disguised as progress.

Defenders will insist that citizens benefit regardless of political color. But in practice, budget allocation often follows partisan lines. Local executives, indispensable in mobilizing votes, are unlikely to forget who opened the fiscal tap. The danger is clear: public money morphs into campaign machinery.

This is not to dismiss the potential gains. Infrastructure and social services funded by LGU budgets can improve lives. But the real test lies in transparency and equity. Are these projects distributed fairly? Are they insulated from partisan manipulation? Or will they become props in the grand theater of electioneering?

Citizens must remain vigilant. Billions earmarked for “development” must translate into food security, jobs, and education—not into political war chests. Otherwise, the budget is not a public good but a calculated investment in power.

In the end, the question is stark: is this truly about empowering LGUs, or about securing the ruling coalition’s grip on 2028? Realpolitik suggests the latter. And unless accountability is enforced, the people risk financing the campaign of those already in power—using their own money.

The Palace’s announcement of a higher development budget for local government units (LGUs) in 2027 is being sold as a triumph for grassroots empowerment.
