A recent nationwide survey has revealed a growing trust divide between two key legislative bodies in the Philippines, with significantly more Filipinos placing their confidence in the Senate Blue Ribbon Committee over the House Committee on Infrastructure.
According to the PAHAYAG 2025 Third Quarter Survey, 30% of respondents said they trust the Senate committee more when it comes to public hearings on Flood Control Projects, compared to just 5% who favor the House counterpart. Meanwhile, 31% expressed equal trust in both, and 22% indicated distrust in either body.
Regional data show that the Senate committee enjoys consistent support across the country, with the highest trust levels recorded in the National Capital Region and Mindanao (both at 33%), followed by Southern Luzon (30%) and Northern/Central Luzon (27%).
The survey also highlighted strong public sentiment for greater transparency and accountability in government. A striking 64% of Filipino voters believe Representative Zaldy Co should appear before the Senate Blue Ribbon Committee, even if it means bypassing interparliamentary courtesy. Additionally, 63% support the public disclosure of the Statements of Assets, Liabilities, and Net Worth (SALNs) of elected officials from 2022 onward.
Another reform gaining traction is the call to end “Liquidation by Certification,” a practice that allows expenses to be approved through simple certification rather than full documentation. Over half of respondents (52%) believe Congress should abolish this method.
The PAHAYAG PQ3-2025 survey was conducted from September 27 to 30, 2025, with 1,500 registered Filipino voters participating. The survey utilized purposive sampling through PureSpectrum, a global panel marketplace with a regional office in Singapore.
