More than 300 representatives from 41 higher education institutions across Metro Manila gathered at the Department of Migrant Workers – National Capital Region (DMW-NCR) office today for a Capacity Enhancement Training aimed at promoting safe migration and combating illegal recruitment and human trafficking.

The event, held at the DMW Makati Office, spotlighted the critical role of the education sector in guiding students and aspiring overseas Filipino workers (OFWs) toward legal and informed employment opportunities abroad.

DMW-NCR Regional Director Atty. Falconi V. Millar, joined by division chiefs and legal officers, emphasized the importance of collaboration with schools to protect the youth from exploitative schemes. One alarming issue discussed was the misuse of student or trainee worker programs by illegal recruiters, who lure applicants with promises of overseas training but leave them undocumented and vulnerable—often after charging exorbitant fees.

Participants, including guidance counselors, career development officers, and school administrators, were introduced to the AIRTIP campaign “4-Dapat,” a strategic initiative to prevent illegal recruitment. They also received updates on the full-cycle national reintegration program, which supports returning OFWs and reinforces the DMW’s commitment to safe and legal migration pathways.

The training marks a significant step in strengthening institutional awareness and empowering educators to become frontline advocates for migrant protection.
