Environment Secretary Raphael P. M. Lotilla has called for intensified efforts to protect and rehabilitate the Upper Marikina Watershed, emphasizing its vital role in securing Metro Manila’s water supply and mitigating flood risks in surrounding low-lying areas.
During his recent visit to the Department of Environment and Natural Resources (DENR) CALABARZON Regional Office, Secretary Lotilla relayed President Ferdinand R. Marcos Jr.’s concern over the watershed’s condition. He praised the increase in closed forest cover within the Strict Protection Zone, attributing it to successful reforestation initiatives. However, he warned that the Multiple-Use Zone remains vulnerable due to ongoing human activity that threatens ecological stability.

“Managing flooding cannot rely solely on gray infrastructure,” Lotilla said, referencing engineered solutions like dams and drainage systems. He highlighted DENR’s collaboration with the Department of Public Works and Highways (DPWH) and the National Irrigation Administration (NIA) on multi-purpose water impoundment projects designed to store water for irrigation, household use, and flood control during extreme weather events.
Lotilla clarified that while DENR is not an infrastructure agency, it plays a pivotal role in shaping sustainable development and climate resilience through sound environmental and watershed management policies.
The Secretary also underscored the need for harmonized land use policies and stronger coordination among local government units, law enforcement, and national agencies. He cited ongoing efforts by DENR’s Water Resources Management Office (WRMO), DPWH, and NIA to develop a comprehensive monitoring system for flood control and water projects, with strategic input from Congress and the Department of Economy, Planning, and Development (DepDev).
Reaffirming his commitment to grassroots engagement, Lotilla said his visit was part of a broader initiative to strengthen collaboration across CALABARZON provinces. “We are in listening mode,” he told DENR personnel, urging them to uphold integrity, coordination, and excellence in their stewardship of the environment.
