In a landmark move toward regional energy transformation, the Philippines and Japan have formalized a strategic alliance aimed at powering sustainable development and accelerating the clean energy transition. The partnership was sealed through a Memorandum of Cooperation (MoC) signed by Philippine Energy Secretary Sharon S. Garin and Japanese Minister Muto Yoji on October 17, 2025, during the 3rd Asia Zero Emission Community (AZEC) Ministerial Meeting in Kuala Lumpur, Malaysia.

The MoC, grounded in the principles of AZEC, underscores the importance of diverse energy pathways tailored to each country’s unique circumstances. It reflects a shared commitment to achieving net-zero emissions while enhancing energy security, resilience, and innovation across the region.
“This partnership with Japan is a long-term investment in a sustainable future,” said Secretary Garin. “It’s about reducing emissions, creating jobs, fostering innovation, and improving the quality of life for our citizens.”
The agreement promises transformative benefits, including:
– Diversification of energy sources
– Exchange of technological expertise
– Promotion of clean-energy investments
– Capacity building and skills development in emerging energy sectors
Key areas of cooperation include renewable energy, grid integration, energy storage, hydrogen, ammonia, liquefied natural gas (LNG), and carbon capture, utilization, and storage (CCUS). Japan’s Ministry of Economy, Trade, and Industry (METI) has pledged comprehensive support through the Asia Energy Transition Initiative (AETI).
The partnership will be implemented over four years, with the possibility of extension, and will be coordinated by Japan’s Agency for Natural Resources and Energy (ANRE) and the Philippines’ Energy Policy and Planning Bureau (EPPB).
This collaboration not only strengthens bilateral ties but also sets a precedent for regional cooperation in addressing climate change and building a resilient, low-carbon future.
