President Ferdinand R. Marcos Jr. on Tuesday inaugurated the Union Water Impounding Dam in Claveria, Cagayan, hailing it as a symbol of the government’s ability to deliver fast and effective infrastructure for flood control and irrigation.
The President proudly noted that the project was completed in just 14 months—starting and finishing within his administration. “This project began and ended under my term. Fourteen months ago, there was nothing here. Now, we have this,” he said during his speech before local farmers.
Technically a weir, the Union Dam is designed to regulate river flow and prevent flooding in downstream communities. It also features a sluice gate system that diverts water to irrigate up to 3,600 hectares of farmland, benefiting over 1,000 farmers across seven barangays.
Jointly implemented by the Department of Public Works and Highways and the National Irrigation Administration, the project is part of a broader strategy to address flood mitigation, agricultural productivity, and rural development.
President Marcos also highlighted the dam’s potential as a local tourism site, noting that it has already begun attracting visitors for recreation and water activities.
“This is more than just a flood control project—it’s a livelihood booster, a food security measure, and a place for the community to enjoy,” the President added.
