The Clark International Airport Corporation (CIAC) has signed landmark memoranda of understanding (MOUs) with three Singapore-based aviation firms, paving the way for the development of the Clark International Aviation Campus and reinforcing Clark’s position as a future aviation and logistics powerhouse in the Philippines.
The MOUs were formalized during the Asia-Pacific Conference and Exhibition on Maintenance, Repair and Overhaul (MRO) held in Singapore from September 16 to 19. CIAC President and CEO Arrey A. Perez Alcazar led the signing ceremonies with Dviation Training Centre Sdn. Bhd., Embry-Riddle Aeronautical University–Asia Ltd., and ST Engineering Urban Solutions Ltd.
“Aviation in Singapore is a key component of its successful economy, and we’re fortunate to forge mutually beneficial relationships with leading institutions here,” Alcazar said, emphasizing the strategic importance of the partnerships.
The agreements are part of CIAC’s Seven Flagship Projects, a cornerstone of its broader vision to transform Clark into the country’s premier aviation and logistics hub.
On September 17, Alcazar signed an MOU with CEO Ibnu Hidayat Ishak to collaborate on aviation training and development. Dviation Group is known for its end-to-end aviation services, including aircraft acquisition, operations, and technical support.
On September 18, an agreement was signed with President Gareth Tang to explore smart city and aviation technology solutions for the Clark aviation complex. The initiative aims to foster sustainable and intelligent infrastructure to support regional growth.
Also on September 18, Vice Chancellor Matthew Flaherty signed an MOU to pursue joint efforts in aviation education, training, and workforce development. Embry-Riddle is globally recognized as a leader in aviation and aerospace education.
“These partnerships affirm CIAC’s commitment to building strong ties with global industry leaders to advance Clark’s role as a leading aviation hub in the Philippines,” Alcazar added.
The Clark International Aviation Campus is a key component of the Clark Aviation Capital, which encompasses Clark International Airport, Clark Global City, and over 60 locators in aviation, logistics, commercial, and manufacturing sectors. Managed by CIAC, the complex is envisioned as the country’s premier aviation and logistics center.
