In a move to enhance transparency and ensure timely financial communication across the police force, the Philippine National Police (PNP) has officially relaunched its Finance Service Text Blast program. The initiative, backed by President Ferdinand R. Marcos Jr., aims to modernize internal systems and uphold the welfare of government personnel.
Originally introduced by Police Lieutenant General Jose Melencio C. Nartatez Jr. during his tenure as Director of the PNP Finance Service, the Text Blast system is designed to deliver real-time updates on salaries, allowances, rice subsidies, bonuses, and other financial matters to both uniformed and non-uniformed PNP members—regardless of their location.
“This relaunch is more than a technological upgrade; it is our pledge to every PNP member that their hard-earned benefits and allowances will reach them promptly and transparently,” said PLTGEN Nartatez, now serving as Acting Chief of the PNP.
PNP Spokesperson Police Brigadier General Randulf T. Tuaño, who previously held a key role in the Finance Service, emphasized the importance of the system: “I saw firsthand how crucial this project was when launched by then Finance Service Director, now Acting Chief PNP PLTGEN Nartatez. Guided by the President’s call to modernize systems, we ensure no officer or employee is left uninformed.”

The nationwide rollout of the Text Blast program is part of the Marcos administration’s broader push for digital innovation and accountable governance. By streamlining financial communication, the PNP hopes to boost morale and reinforce trust within its ranks—advancing the vision of a more efficient, people-centered public service.
