In line with President Ferdinand R. Marcos Jr.’s call for safe and orderly public expression, the Philippine National Police (PNP) announced the deployment of more than 50,000 personnel across the country to ensure public safety during the nationwide protest rallies scheduled for September 21, 2025.
The large-scale deployment aims to safeguard both rally participants and the general public while maintaining peace and order in affected areas.
“While we respect every Filipino’s right to peaceful assembly, our primary duty is to protect lives and property. Our personnel are trained and ready to ensure that the protests proceed safely and smoothly for everyone,” said Acting PNP Chief Police Lieutenant General Jose Melencio C. Nartatez Jr.

The deployment breakdown includes: 10,000 officers assigned to fixed visibility posts, 17,000 for mobile patrol operations, 3,000 for traffic assistance, 9,000 at checkpoints and border control points , 6,000 on standby for crowd management , 4,500 from the Rapid Special Security Force and 415 drone operators for aerial monitoring .
These units will work in coordination to uphold public safety while respecting citizens’ rights to peaceful assembly.
PNP Spokesperson and Public Information Office Chief Police Brigadier General Randulf T. Tuaño assured the public of the police’s continued presence and adherence to maximum tolerance protocols.
“As with previous protest rallies, the public will see and feel the presence of law enforcement nationwide. We are prepared to respond and maintain order with maximum tolerance,” Tuaño said.
The PNP also urged rally participants to exercise their rights peacefully and reminded the public to follow police instructions and traffic advisories during the demonstrations.
