President Ferdinand R. Marcos Jr. has named two key members and a special adviser to the newly established Independent Commission for Infrastructure (ICI), tasked with investigating alleged corruption in flood control projects over the past decade.
Malacañang announced Saturday the appointment of former Public Works Secretary Rogelio L. Singson and SGV & Co. Country Managing Partner Rossana A. Fajardo as members of the Commission. Baguio City Mayor Benjamin Magalong was also designated as Special Adviser, with a mandate to assist in investigative efforts.
The appointments follow the issuance of Executive Order No. 94 on September 11, which formally created the ICI to probe anomalies in Department of Public Works and Highways (DPWH) projects and recommend charges against those found liable.
“The President has appointed individuals of proven competence, integrity, and deep familiarity with infrastructure, finance, and institutional reform,” said Presidential Communications Office Undersecretary Claire Castro during a press briefing.

Singson, who led the DPWH from 2010 to 2016 and previously headed the Bases Conversion and Development Authority (BCDA), was praised for his reform-driven leadership and efforts to eliminate ghost projects and promote transparency.
Fajardo, a seasoned financial expert with over 30 years of experience, was cited for her expertise in auditing, risk management, and fraud detection across both public and private sectors.
Magalong, a former top official in the Philippine National Police, brings a strong background in law enforcement and internal investigations, having led high-profile probes and institutional reforms.
President Marcos is expected to announce the Commission’s chairperson in the coming days.
