Regulators from across the Asia-Pacific region gathered in Manila for the inaugural Regulators’ Forum, a landmark event aimed at addressing the sweeping digital transformation of the gaming industry. Held at Newport World Resorts, the forum brought together key stakeholders to confront emerging challenges and chart a path toward responsible innovation.

In her keynote address, Philippine Amusement and Gaming Corporation (PAGCOR) President and COO Wilma Eisma emphasized the urgency of adapting to rapid digitalization, cross-border transactions, and the rise of remote gaming platforms. “Gaming jurisdictions may differ in scale and maturity, but we face common hurdles,” she said. “The digital shift is testing the limits of traditional oversight.”

Eisma highlighted the Philippines’ experience, noting that electronic gaming has become a major growth driver. She outlined PAGCOR’s response: implementing stricter advertising regulations, bolstering financial safeguards, and expanding responsible gaming programs. “We aim to strike a balance between industry growth and consumer protection,” she said.

She also called for regional cooperation, stressing the importance of shared standards and open dialogue. “By exchanging best practices and keeping pace with innovation, we can build a gaming industry that is not only profitable but also resilient and trustworthy.”

The forum, co-organized by PAGCOR and Inside Asian Gaming (IAG), served as a venue for regulators and operators to discuss pressing issues such as player protection, financial integrity, and ethical advertising. Eisma expressed optimism that the event would become an annual fixture, with plans already underway for a larger edition in 2026.

“I believe this forum will evolve into a hub for collaboration and shared commitment,” she said. “Let us set the tone for gaming regulation in Asia — one that is innovative, inclusive, and anchored in integrity.”

The event marked a significant step toward regional alignment in gaming oversight, as regulators grapple with the fast-changing landscape of digital entertainment.
