The Department of Foreign Affairs (DFA) has issued a strong protest against China’s recent approval of the so-called “Huangyan Island National Nature Reserve,” asserting that the move violates Philippine sovereignty and international law.
The nature reserve, declared by China’s State Council, covers Bajo de Masinloc—also known internationally as Scarborough Shoal—a maritime feature that the Philippines maintains is an “integral part” of its territory.

“The Philippines has exclusive authority to establish environmental protection areas over its territory and relevant maritime zones,” the DFA stated, emphasizing that China’s unilateral action infringes upon the country’s rights and interests.
The DFA confirmed that a formal diplomatic protest will be lodged, calling the move “illegitimate and unlawful.”
The Philippines urged China to withdraw the declaration and respect Philippine sovereignty, citing key international agreements:
– The 1982 United Nations Convention on the Law of the Sea (UNCLOS)
– The 2016 South China Sea Arbitral Award**, which is final and binding
– The 2002 Declaration on the Conduct of Parties in the South China Sea (DOC)
The DFA reiterated its commitment to upholding international law and protecting national interests in the West Philippine Sea.
