President Ferdinand R. Marcos Jr. has signed Executive Order No. 92 establishing the Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR), a new body tasked with leading the cleanup and redevelopment of the historic but heavily polluted Pasig River.

The OPAPRR, headed by a Presidential Adviser with Cabinet rank, will oversee the implementation of the “Pasig Bigyang Buhay Muli” initiative, which envisions transforming the 25-kilometer riverfront into a vibrant commercial and tourism corridor with parks, bike lanes, walkways, and business spaces.

The office will advise the President, coordinate with LGUs and national agencies, and monitor all programs related to the river’s rehabilitation. It will also submit bi-annual progress reports and ensure alignment across departments and stakeholders.

EO 92 also reorganizes the Inter-Agency Council for Pasig River Urban Development (IAC-PRUD), now chaired by the Presidential Adviser and vice-chaired by the MMDA. Members include key Cabinet departments such as DPWH, DENR, DILG, DOT, DOTr, DOF, DBM, DOLE, and DHSUD.

This move signals a renewed push for sustainable urban development and environmental restoration in Metro Manila.
