The Department of Foreign Affairs announces that career diplomat Leo M. Herrera-Lim assumed his post as the Undersecretary for Migration Affairs on 15 August 2025.

Undersecretary Herrera-Lim offers extensive experience to his new role, having most recently served as the Philippine Ambassador to Denmark, prior to which he held the position of Consul General in Los Angeles and Chicago. Additionally, he has occupied senior roles within Manila, including that of Assistant Secretary for International Economic Relations.

As OUMA chief, he will steer the DFA’s migration policy initiatives and improve coordination with other government agencies, primarily the Department of Migrant Workers, ensuring the advancement of the third pillar of Philippine foreign policy—protection of the rights and promotion of the welfare and interests of Filipinos overseas—and alignment with the functional delineation outlined under R.A. 11641 or the DMW Act of 2021.

He succeeds former Undersecretary Eduardo José A. de Vega, who has been appointed as the Philippines’ Ambassador to France.
