Kamanggagawa Partylist Rep. Eli San Fernando, together with Moro women’s organization Ummahat, today filed a House Resolution directing Congress to investigate delays and gaps in the normalization process of the Comprehensive Agreement on the Bangsamoro (CAB) between the Moro Islamic Liberation Front (MILF) and the Government of the Philippines (GPH), warning that broken commitments threaten to unravel years of progress toward lasting peace in Mindanao.

San Fernando said the Marcos administration’s failure to fulfill socio-economic provisions under the agreement has forced the MILF to halt the final phase of its combatants’ decommissioning – a setback with serious implications for peace and stability in the Bangsamoro region.

“Hindi nagiging tapat ang gobyerno, partikular ang administrasyong Marcos sa kanyang end of the bargain dito sa peace process kaya napilitan ang mga kapatid nating Moro na ihinto ang decommissioning ng mga MILF soldiers,” San Fernando said.

Signed in 2014, the CAB was hailed as a historic step to end decades of armed conflict. It included commitments not only to disarmament, but also to socio-economic programs designed to reintegrate former combatants into productive civilian life, dismantle private armed groups, and address the root causes of conflict.

More than 26,000 MILF combatants have already been decommissioned. Yet according to the MILF Central Committee, “not a single one of them” has successfully transitioned due to delays in delivering promised socio-economic packages.

Lucille Diocolano, a Moro community leader and women’s advocate, warned of dire consequences if the government fails to act.

“Kapag hindi na-resolba ang delay na ito, apektado ang socio-economic development ng mga conflict-affected communities, tataas ang illiteracy rates, at isa sa pinakanakakatakot na epekto nito ay ang pagbalik ng karahasan. Ayaw naming mangyari ito,” Diocolano said.

Diocolano pleaded: “President Bongbong Marcos Jr., kami ay taimtim na nananawagan sayo, tuparin ang kasunduan. Ang kapayapaan ay hindi laruan. Ito ay bunga ng sakripisyo, dugo, at pangakong dapat tuparin.”

San Fernando underscored that peace without justice is fragile.

“We are for peace. Para kami sa kapayapaan at ang mga kapatid nating Moro ay para sa kapayapaan pero mahirap naman na mag-usap ng kapayapaan kung walang hustisya at kung hindi tapat ang gobyerno sa kanyang pinirmahan na kasunduan,” he said.

San Fernando added, “Nade-delay o hindi nga binibigay yung socio-economic projects dun sa mga kapatid nating Moro. Pano naman ine-expect ng gobyerno yung mga kapatid nating Moro na magpatuloy doon sa kanyang decommissioning ng mga combatants?”

The House Resolution seeks to identify and address gaps in the implementation of the CAB’s normalization track, including the stalled socio-economic projects, and investigate leadership concerns within the Bangsamoro Transitional Authority (BTA).

San Fernando emphasized that the inquiry is not merely procedural, but an urgent step to prevent the erosion of trust between the government and the Moro people.

“Our Moro brothers and sisters have suffered long enough. Napakatagal na ng inhustisyang na nararanasan ng mga kapatid nating Moro. Nawa’y matuldukan na ito at magkaroon ng makabuluhang usaping pangkapayapaan,” he said.

Kamanggagawa Partylist vowed to push for expedient and comprehensive legislative oversight to ensure that the government delivers on its promises, protect the gains of the peace process, and work toward a just and lasting peace in Mindanao.
