On the opening day of the 20th Congress, Kamanggagawa Partylist, led by first-term lawmaker and labor leader Rep. Eli San Fernando, will file pro-worker bills and congressional resolutions aimed at advancing labor rights and social protections.

The proposed measures seek to, among others: Abolish the provincial rate system, Expand paid leave benefits, Ban labor-only contracting, Grant voluntary resigning workers a fair compensation akin to separation pay, Repeal anti-worker provisions in the Labor Code and Civil Service Law, Establish a permanent wage subsidy program for micro and small enterprises and Review of the Magna Carta of Filipino Seafarers.

Following the filing, Rep. San Fernando will lead a press conference to present Kamanggagawa’s legislative roadmap, including the push to eliminate the provincial wage rate system and establish a national living wage.

“This legislative agenda is the product of decades of struggle by Filipino workers,” San Fernando said ahead of the filing.

“We are bringing these measures on day one to send a clear message: labor will no longer be sidelined, it will be heard,” he added.
