House Information and Communications Technology (ICT) Committee Chair and Navotas Representative Toby Tiangco expressed optimism that the Konektadong Pinoy Act (KPA) will enhance internet accessibility and reduce internet costs in the country.
“Hindi uunlad ang ating ekonomiya kung mabagal ang internet sa bansa. This law will not only make connectivity faster, but it will also help level the playing field for businesses across the country,” Tiangco said.
Rep. Tiangco also addressed cybersecurity concerns, emphasizing that the measure protects existing investments while promoting fair and sustainable competition.
“The Konektadong Pinoy Act is not about giving special privileges to new players—it’s about ensuring that all Filipinos, especially those in underserved areas, get fast, reliable, and affordable internet,” he said.
“The law protects investments by fostering a competitive, transparent, and secure environment, while maintaining strong government oversight. Competition isn’t ruinous when it is fair, responsible, and properly regulated—and that’s exactly what this bill guarantees,” he added.
In addition to promoting healthy competition, Tiangco said the measure will streamline industry regulations and encourage infrastructure sharing, steps that will help bring down the cost of internet services for consumers.
He also noted that the entry of more internet service providers (ISPs) will expand access in geographically isolated and disadvantaged areas (GIDAs).
Currently, there are around 7,063 GIDAs in the country.
“Ang reklamo ng marami, mahal pero sobrang bagal ng internet connection lalo na sa mga kanayunan. This law will open the doors to tremendous opportunities, especially as more government services are now being offered online,” Tiangco added.
