Today marks a momentous occasion for the education sector as the “Kabalikat sa Pagtuturo Act” has been officially enacted into law.

Congresswoman Atty. Gerville “Jinky Bitrics” R. Luistro, a dedicated advocate for education reform and teachers’ welfare, proudly lauds the passage of this landmark legislation.

Upon her assumption to office, Congresswoman Luistro has consistently championed the cause of uplifting the standards of education in the Philippines. Her commitment to this cause is reflected in her active participation in various technical working groups focused on enhancing the work conditions and professional development of Filipino teachers.

The “Kabalikat sa Pagtuturo Act” is legislation that permits the provision of a cash allowance to all public school teachers involved in the basic education curriculum. This measure is consistent with the policy guidelines and learning delivery methods endorsed and applied by the Department of Education (DepEd).

Under the “Kabalikat sa Pagtuturo Act,” all public school teachers shall be granted a Teaching Supplies Allowance for the purchase of tangible or intangible teaching supplies and materials, the payment of incidental expenses, and the implementation or conduct of various learning delivery modalities. The total allowance shall amount to Seven Thousand Five Hundred Pesos (P7,500.00) per teacher for School Year 2024-2025, and Ten Thousand Pesos (P10,000.00) per teacher for School Year 2025-2026 and thereafter. Importantly, the Teaching Supplies Allowance shall not be subject to income tax.

Congresswoman Luistro expressed her elation over the enactment of this Act, stating, “This law is a significant milestone in our continuous efforts to support and uplift our dedicated public school teachers. By providing them with the necessary resources and financial support, we are investing in the future of our children and the overall improvement of our education system.” She further added, “I extend my heartfelt gratitude to all my colleagues in Congress, the Department of Education, and the various stakeholders who have worked tirelessly to make this legislation a reality. The enactment of the “Kabalikat sa Pagtuturo Act” is a promising step forward in enhancing the teaching profession and ensuring that Filipino educators receive the recognition and support they truly deserve.
